Finding my Flutter, Firebase partner for somewhat already developed app

I am a former startup founder with a successful exit and have been working in startups for almost my entire career. Have a keen sense of consumer behaviour and have been working on something recently in parallel to my current position. But have hit a roadblock in terms of credible folks to partner with.

I have an app in flutter which is somewhat already developed and missing some last parts (as part of MVP). I'm looking for a tech lead with an itch to do something and who can foresee to build a team & a company.
