Does anyone of 1306 users doesn't want to pay?

A year ago I launched a project called NotifyMe.Music. Essentially it is a Telegram bot that lets you subscribe to any artist and be notified whenever the artist releases a new song.

It already runs for nearly a year and for that time 37 people have started the flow of buying the subscription but zero of them actually bought it.
For the past 6 months, the service was completely free but recently I made it paid and refused from the freemium model.
For that 6 months, the service acquired 1306 active users.

Am I doing something wrong or does any one of these 1306 active users really don't want to pay?
Really need advice because I worked alone and it may be that my attention blurred and I stopped noticing or understanding obvious things.

The subscription costs $3.99. Is it too much for such a service?

    I think u should pivot your business model from listener to artist.
    Help artist promote there music to like minded listeners. Charge per listen or flat fee to artist for promoting to X number of listener.

      Very good observation. Actually, I have already tried working with artists but discovered that there is a too small number of users to provide artists with valuable promotion.

      Anyway, I guess I need to add this information to the product site.

        One more customer for you can be app developer who want to promote the streaming or music app. They has funds and artist they need the visitor. Imagine Spotify when they had 5000 users or something.

    looking at it I think you should show tons of artists to subscribe to instead of just like 6 - put up like 30 in order of popularity and then a huge alphabetical list under it - SHOW ME that it's a zillion artist so I start looking for my favorite. You may have a problem though because it's likely that music fans have other ways of solving this problem, like just following all their artists on Instagram and hearing straight from the artist when new stuff is coming out. I honestly don't know if it has a life as a paid service unless the alternative ways of finding out were really terrible. you list the most commercial artist on earth, maybe do an alphabetical list with smaller thumbnails and show lists by genre, add less popular artists who may have a harder time getting a message out, then your service would be worth paying for. Selena Gomez and Beiber have a quarter billion followers on instagram - they KNOW when the next song is going to drop because their idols tell them in a way that makes them feel like they are talking to them. You cant compete with that.

      I guess I should add a search bar along with the most popular artists so that users could enter any artist name and be immediately presented with the result list.

      Yes, it is $3.99 per month.

      The first month is completely free and you don't need to enter credit card details, you even don't need to think about payments. You are notified that the free month is over once any artist from your subscription list releases a new song.

      For now, you should manually renew your subscription every month. I know this is not useful but I decided to go with it just to test the hypothesis that somebody wants to pay.

      I will try to test it with $1.99 per 6 months.
