This how I literally speed-run to 1000 followers in less than 50 days:
Create 2 lists. One of big creators in your niche and the second list of smaller accounts in your size, less or slightly more.
Engage daily, engage 100x more for the smaller accounts since they'll be the one liking your posts, commenting back. Law of reciprocity. And when you engage don't type in "I agree", say a joke, create a personalized meme. Everyone is concentrating on volume, do the opposite.
In the beginning your tweets will suck, get better at hooks. Look at what everyone is saying and do the opposite. You'll go viral. Connect with the audience emotionally. Put out photos from your camera roll.
DM people, start convos, and relationships. You need friends who'll support you along the way. (BONUS - Join communities - there are free ones and paid ones.)
After you get an engaged audience, up the posting. From 1x/day to 5x/day. Go hard on threads, long forms and regular 280 character tweets.
Write the best long forms with graphics. Follow the AIDA rule of writing to write hooks, there are tools which create blank spaces to make even 1 line a full hook for long forms.
(280 characters is the hook for long forms)

My simple mantra for Twitter growth: Interacting with smaller accounts to invite engagement. Commenting on posts of big creators adds to the possibility of going viral.

Commenting on top accounts earns you follows and attention. It's spontaneous if you are making a valid point that shows you belong in the specific niche.
Yes, another good strategy to increase your visibility. You just have to keep trying it till one of your comment gets viral & you start gaining followers regularly.
