Is there a business model in aggregating YouTube videos?

I am thinking of creating an app/website that would aggregate YouTube videos for easier discovery. But I am not sure of the way to generate any revenue. I don't think YT pays anything if user views a video via another website. Maybe display ads can be shown to get some revenue? Please let me know your thoughts.

I've just went through their terms and conditions regarding Youtube API. I don't think they want you to sell the ads on websites where Youtube service brings the most value, or where it's core functionality. I'm not a lawyer but that is what I understood from reading it.
What I think might work, is if you focus on a niche, and create an excellent video discovery/aggregation service for it. Then charge access or have premium options etc. Youtube is generally ok, but they can't optimize for specific categories or niches because they need to cover everything and be easy to use for everyone.
Disclaimer: I'm an entrepreneur noob just starting to work on my own ideas. One is also targeting Youtube but in a different way.

Thanks for your reply, very helpful. I am now thinking of providing the aggregation and discovery service for free but charge for access to additional tools.

I'm happy to find this. I'm looking at doing the same thing. I am not interested in charging or making money for the video creators. I want to charge the consumer to use the app.

In the future maybe you can build in a premium package and the video creators can post directly to your app and make money that way.
